Brian W. Blaesser is a partner in the law firm of Robinson &
Cole LLP, where he heads up the Land Use and Real Estate Development Group in the firm's
Boston office. His practice is concentrated in the areas of real estate development,
environmental law, land use law, condemnation law, and litigation. He represents real
estate owners, investors, and developers in analyzing and securing requisite land use and
development approvals from local governments, negotiating and drafting development
agreements, and handling development projects involving a wide range of environmental
transactional and regulatory permitting matters with the U.S. EPA and the U.S. Army Corps
of Engineers.Mr. Blaesser also works with
developers and local governments around the country in structuring public/private
partnerships and transactions to achieve economic development objectives. He formerly
served as Special Assistant Attorney General for eminent domain actions brought by the
Illinois Departments of Transportation and Conservation, and has extensive experience in
state and federal trial and appellate courts in litigation involving eminent domain, U.S.
EPA enforcement actions, the taking issue, impact fees, vested rights, and violations of
Section 1983 of the Civil Rights Act.
Mr. Blaesser is a principal author of the book, Condemnation
of Property: Practice and Strategies for Winning Just Compensation (Wiley Law
Publications: 1994) and the author of numerous articles on land use and development regulations. he is a frequent
speaker at national, state and local programs on land use litigation and environmental
law; the appointed chair of the National Environmental Subcommittee of the National
Association of Industrial and Office Properties (NAIOP); and an elected member of Lambda
Alpha International, the honorary land economics society. |
